2000 american tradition suspension schematic

Looking for an air suspension schematic for my 2000 American Tradition.
I have a problem with front driver side air bag not lifting. The Schrader solenoid is working OK and I have replaced the height control valve and no air is leaking from the bag.
The pipe from the height control valve goes to a block bolted to the side of the chassis and two pipes come out of this one to the air bag and the other to the brake actuator. I thought this block just split the supply from the HCV but maybe its some type of valve. I can't see a part number does anyone know what this is and why there is a pipe to the brake.

The chassis manufacturer might be able to help. I think the 2000 Tradition was on a Spartan chassis (the VIN will tell you for sure), so try http://www.spartanchassis.com/info/contact/contact.asp
