My Atwood water heater has an electronic ignition. Turning the unit on, the igniter will spark and start the propane but shuts off immediately. Tried using the 110v which also did not work. Is this a circuit board issue?

The usual culprits are : (in order of popularity)

Gas:
1.  Weak flame caused by 'stuff' in the gas path or a clogged orifice.  The path needs to be as straight as possible too.
2.  Flame not properly aligned with flame sensor.
3.  Improper gas/air ratio.
4.  Corroded electrical connections.  Check the circuit board connector and all of the spade connectors.

Electric:
1. Blown heater Element.
2.  Corroded electrical connections.  (Same as #4 above)
3.  Heater Element relay.
4.  Bad switch at control panel.

Only after checking all of those woild I begin to think about the board.

If memory serves me right, I believe there's a fuse on the control board. Have a look.

There is a thermal fuse in series with the thermostats.  But it would not even attempt to light if that's blown.
