Test panel not giving accurate readings

I know the fresh water tank is full but panel reads empty. Do I need to replace sensors or can they be cleaned? Suggestions
 
They can be replaced if you can get to them, but it could also be just a loose wire at either end.

An alternative is an external tank sensor such as the excellent SeeLevel brand.
