Bad steering

I bought a 94 Geo tracker used for a toad.  Problem is when I make a 90 degree turn the wheels start going left and right so bad I ha e to stop.  Then I start going and it is fine, only seems to happen when durning a 90 degree turn.  What should I look for?
 
Maybe insufficient "caster" on  the Tracker's front wheels. That's the adjustment that keeps the wheels tracking when moving forward. It's a parameter in wheel alignment, but what is "close enough" for normal driving may not be quite enough for towing.

Too much up or down angle on the tow bar can also cause that. Generally the tow bar should be level or very slightly uphill from toad to coach.

It might still do that on soft ground, e.g. sand or loose gravel, though. The tire can make a rut and be unable to move back straight.
