Can't help with access, but the step cover on our Monaco occasionally hangs up. Turns out it's binding on the carpet. A piece of (thin) flat metal bar slid between the step and the top of the opening frees it up. Hope yours is this simple to fix.
Edit: Turn the switch off, or use a long piece of flat bar, to avoid the step cover slamming into your hand.
