onan 4.0 bfa

Have you checked the generator mounted breaker?  I don't know exactly where it is on a BFA, but on my Micro-Quiet 4000 KY it is somewhat hidden from sight.
 
I'm not sure the BFA has a circuit breaker. There is a "breaker box" in the parts diagram, but it does not appear to have an external  switch or a high-amp trip mechanism.

Can you check the genset output voltage at the wires that energe from the genset?  It has a junction box on the genset, or you can find where the wires feed into either an auto-transfer switch or a receptacle and test for 120v there. If you connect the genset by plugging the shore cord into the generator outlet, you do not have an auto-transfer switch.

It occurs to me to ask if this is a new problem on a genset that was previously working, or if you are new to the Onan and don't know how to get power from it?

One other thing, do you have a receptacle from the generator that you have to plug the shore power cord into?
