I just purchased a 2002 Terry 30' 5G fifth wheel. After connecting the water and starting the hot water heater only hot water comes out of both the hot and cold faucets. The hot water heater has a two valve system with one valve on a bypass line. Does anyone know why there is not cold water coming out?
 
Can you explain or include a picture of this "two valve system" that has only "one valve on a bypass line". Where is the other valve? Is the valve on the bypass line open or closed? Ditto for the other valve.

A typical two-valve bypass has a valve at the cold inlet to the tank and at the hot outlet, and one of them has a check valve to prevent cross-flow. Single valve bypasses also have a check valve. If the check valve sticks, strange things can happen.
 
Are you connected to city water via a hose?  Is it a long hose, laying out in the sun?  If so, the water in that hose can get VERY hot!!  Everything could be okay and the issue is simply hot water from the hose feeding the cold water line.

One possibility.
