Check the hydraulic fluid level with the jacks up. Some models use a fluid level switch to indicate when the jacks are up.

You have Power Gear jacks and they do that when the hydraulic fluid gets a bit low. Or if the float switch in the reservoir sticks. Check the level with the jacks up, never when down.
