I use two ratchet straps wrapped around each side of the steering wheel and latched below under the seat.

You can use the driver's seatbelt... this is standard practice for tow truck drivers, and there is a specific technique to it. Maybe a driver in your area can give you a quick tutorial. 
Searching on Youtube, I also see people have instructions on securing steering wheels (which winching or towing) using rope or other specialty ratchet straps.
