Cigarette Lighter Not Working

Getting ready to leave for a trip and the cigarette lighter on my 2005 Winnebago Sightseer 29R Ford F53 V10 doesn't work. I need it to plug in my GPS. I tried it with the ignition key in every position. I checked the fuse and it's good. The lighter has one wire coming from it and it looks like it's been spliced in. Also, the last two images show a dash light with a headphone type plug. Just curious what it might be for.

Is it possible 1 of those splices in the pic is a fuse? Seems odd to have 2 splices in a line so close to one another.
 
did you use a test light to see if power was on both sides of those butt connectors and then on to the receptacle ?  I discovered my Gulf stream F-53 was fused under the hood for the lighter, not in the fuse panel beside my left foot.

How did you check the fuse? I have seen 15 amp auto fuses that look perfect that are really open. When a fuse opens because of age, sometimes the hairline crack can be difficult to see with the  eye.

Ok. I went to check it with my volt meter. There was another wire (yellow) taped off that I didn't notice before. There should be two wires going to the lighter, correct? The meter shows there is voltage.

If you read voltage across a fuse in a circuit, the fuse is bad. You should not be able to read voltage across a good fuse when it is in the circuit.
Take the fuse out of the circuit and measure continuity across the fuse. Be sure your fingers don't touch the meter leads or the fuse when doing this or you'll get a false reading. High resistance, or infinity, is a bad fuse. Very low resistance, short, is a good fuse.

If I misunderstood how you measured voltage at the fuse, nevermind. LOL
