Propane regulator probem

A while ago I noticed a strong odor of propane. I had recently removed one of the tanks to take it in to be filled. I went over to the propane (bay, locker, area?) section of the RV and heard gas escaping from the unhooked line. The regulator was pointing at the full tank, so I did not really understand why this was happening. So, I shut off the full tank, took the empty in, had it filled, reconnected and turned the tanks back on.

Assuming a bad regulator, I have just replaced it. Well, same problem. With the switch pointed at one tank, if I disconnect the other line propane escapes. What, if anything, am I doing wrong?

Maybe nothing. Do the instructions for the changeover regulator actually say you can disconnect one tank while the other remains on? A few do not.  What brand and model changeover valve/regulator is it?

If it's this one, though, it should work as you expect. How about placing the manual lever in the other position?

Yeap, that's the Marshall Excelsior and you should be able to remove it. Says so right in the instructions. My best guess at your problem is the DANGER warning that the valve must be fully rotated to the alternate tank before disconnecting the empty and while the indicator is red. It warns that a leak may result if not done in that manner. Could that be it?

Black changeover lever must be rotated as far as possible towards reserve cylinder before disconnecting empty cylinder.Failure to rotate changeover lever and / or disconnection of hose while indicator is red willresult in a propane gas leak which, if ignited, may cause property damage, bodily injury, or death!

Hmmm....

Pretty sure I had/have it rotated as far as it will go. I don't specifically recall the indicator color though.

well, I'll either have to double check before disconnect or just shut off the tank when I go for a refill.
