Rebuilt Cummins Engine - Missing Part ??

Just got back our coach after the engine (a Cummins ISM 500) was completely rebuilt; total cost over $32,000.  The attached photos show the engine once we got the coach back.  Does anyone know what should be bolted on that area where the three screw holes (circled in red) are located?  The inside threads of the holes are like new so we think maybe something is missing?  What do you think?

This is normal,, there are many attachment points for various applications,(accessories) and not always used. Does everything work /run normally? If so than whats the problem??>>>Dan
 
A larger picture of the entire front of the engine might help us understand what IS there and thus guess what might be missing. However, odds are nothing is missing, since it appears to be running the coach OK.
 
When an engine is overhauled its normally disassembled, cleaned in a dip tank, re machined,and reassembled. Old paint is also removed exposing accessory mount pads you never saw before and not used in your application.. If it bothers you paint it grey and go on.>>>Dan
 
That generally looks like the area that a fan belt tensioner may be located. But as others have said, if it has all required parts, ie A/C compressor, it may need nothing else at all.
 
The dash AC blows strong yet does not produce cold air so we thought maybe the AC compressor was left off.  The dealer where we purchased the coach had worked on and stated the dash AC was fixed and blowing cold air before the engine failure; the engine failed while still at the dealer before we took delivery.

That looks like the A/C compressor in the right top corner of the first pic. However just because it's there doesn't mean that it's charged and working right.
