Wastewater tank heater question

Hi,

I have a 1999 Four Winds Chateau Class C, and I can find nothing in the owner's manual about the wastewater tank heaters. Beneath the bed there are two switches labelled Tank Heater, so that's pretty obvious--one for the gray and one for the black water. My question is, are they thermostatted? If so, then I can just turn them on and not worry about them as we are parked living in the RV for the winter. If they are not thermostatted, when should I turn them on? The tanks and the drain valve compartment are heated by the furnace, so when do I need to turn on the tank heaters? Below a certain temperature?

No, they will not be thermostatically controlled.  On or off is it!
 
They should only be on after two conditions are met: the temperature outside is below freezing and there is liquid in the tanks.
You can put a thermostat in line to take care not running them when the temperature is above freezing.

Seems odd there would be heaters for the waste tanks and not the fresh tank.

It's a class C, the freshwater tank is probably under the bed.
