Tow Vehicles: Not Again!

Lots of discussion about tow vehicles on this forum. Where do you think horsepower comes into play when shopping for a tow vehicle. The reason I ask is I found couple that gets great gas mileage but the horsepower is lacking a bit.

The top one is a cab over PU camper with front axle and bench area added.

And it's not actually 3 HP. That's one horse and two mules.
 
That's one way to avoid paying license fees as they would claim there is no motor so it's not a motor vehicle.
 
Must not be Amish, around my place they are not allowed rubber tires.
 
I'm seeing a solution to the fuel prices here in California.

Not if you've ever bought feed for a horse, I'd much rather pay for fuel. It's also a little messy in the emission dept., but it is good for the roses.
 
okay,  but just imagine touring America even at full speed how long your tires will last.
