Brake Issue

Now that I have my camper, lots of questions.  My first issue will be getting it level in the yard.  I just bought treated 2X12 to do that!  Off 6 inches side to side!

The PO said the brakes could stop the truck, and he is very truthful.  HOWEVER with GAIN at max of 10, it just slowed things a bit from 5 mph.  The truck brakes handled things just fine. 
My plan is to clean pigtail and truck contacts and recheck.  Also, this thread

There was a thread, last posted in about July of this year that had a GREAT summary of how to test and upgrade trailer brakes.  It was suggested it be added to the library!  Now I can not find it. 

Any other suggestions or can anybody find this thread??
 
You do know that your truck gives little or no trailer braking under 10 MPH?
 
My test was at 5 mph on the RV lot where I picked it up, using only TBC manually applied for stopping.  Very weak.  Sorry, I was very unclear.
