Brake repair needed!

As noted in another post, when I picked up the camper, set the truck gain to MAX of 10, I had minimal, but some braking (5mph, brake with TBC only)

All measurements taken at trailer end of truck electrical hook up.

I show a battery voltage of 13.8  New battery, shore power.

Resistance - Brake to Ground  25 ohms

Battery under load - no reading.  I must have been doing something wrong.

Battery Amp draw was 4.9 A 

When I rechecked Brake to ground ohms, immediately after these, numbers were jumping all over from about 60 to 110 ohms.

What does all of this mean?  What do I need to check next?

I have 7000# Lippert axles with the wire running through the axle.
 
Is this substantially different than Stevem described?  It seems my test by his method showed very low amps and a bit high ohms.  What is the fix?
