Bay heater on Holiday Rambler (OEM)

We have a manufacturer installed bay heater in the water compartment in our 2014 HR Ambassador. We toggle a switch to activate it but the indicator that it is actually heating never comes on. The default is around 45F and this morning it was 38 but no light or heat.  We can?t find a fuse. Is there one?  Our rv is a 40 PDQ. Any suggestions?
 
My instructions state:
"When the bay temperature reaches 40? F. (+/- 6? F.) the snap disc thermostat closes."
So 38? may not trip the heat to come on. If it was below 34? then I would start looking for a problem.
 
We had an '05 Rambler PDQ with the compartment heater and it worked well. I do believe 34 degrees was the temperature it turned on at.
