We recently purchased a 2006 Bounder 38N that has a Intellitec 50 Amp Energy Management system installed. Does this also act as a surge protector? I was thinking of adding a hard wired surge protector but not sure if it is needed.

No, it does not.  It helps to manage 120v power loads when you are plugged to a 30A shore power source, i.e. it attempts to keep the total load below 30A so you don't trip the shore power breaker.

One of the confusing things is "Energery Management System"
THe intelletec is NOT a "Surge Protector" The job of this device is to assist you when connected to 30 amps, in NOT tripping the park breaker so you have to get dressed and go out in the rain and reset it)

The Progressive Industries unit.. IS a Surge Protector, but it is of no help preventing breaker trips.
