97 sundancer Class C

On the road, got water in the fresh water tank. Put in the water heater plug and turned on the pump...

No water.  Not sure what I am missing..

Do you have a valve which needed to be opened in order to fill the fresh water tank when hooked up to shore power? If you do, make sure it is turned off. If it's open, you are just cycling water right back to the water tank.
 
I do not see one, I have a city water hook up there, I plugged it... the pump just runs and runs.. so I turned it off
