Propane auto change over regulator

Maybe I just don't understand: twin 30lb tanks, one goes empty the regulator automatically feeds from other tank? Indicator shows red, turn handle to servicing tank.
Problem: Indicator stays red (empty) and stove will only burn at lower than low flame (very low pressure).
            Fill and replace empty tank and indicator goes green and everything fires as normal with eighter tank.
Is this an indication of the regulator going/gone bad?
 
It sounds like you may have tripped the excess flow restrictor in the "bad" tank when you connected it.  This is inside the tank valve and it designed to limit the outflow to a small amount in case of a line rupture.

You can trip this if you turn on the tank valve too quickly into an unpressurized line, so you get a sudden outrush of gas.

Since both tanks are now operating normally, you should be OK.  In the future, when you hook up a new tank or turn the propane back on after it's been off for a while, just barely crack the tank valve open, then wait several seconds for the pressure to equalize before turning the valve on the rest of the way.

To reset a tripped restrictor, turn off the valve and wait a minute or two for the restrictor to drop back (you'll hear a click when it does), then slowly open the valve again.
