I have new tires and Koni shocks, front end aligned. tires trued,  steering wheel still shakes.

Two front end truck repair facilities  could not figure out why.

Anyone have a similar problem?

If the tires are out of round or not mounted properly on the rim they will cause vibration even if they are balanced in the air.

Back then Ford didn't get the hub centered wheels fitted tight enough on the hubs. There are kits for getting the wheel centered properly on the hub. There has been a lot of conversation about your problem on IRV2.com.

We had a 1999 Ford F53 motorhome and replaced the rear bushings with polyurethane bushings.  Night and day difference in ride.  Check the condition of yours and if they're original, which are black rubber, they may be toast.  Purchased bushings on line for about $50. and had mechanic install.
