There are two parts of a WD hitch. Part on the trailer and part on the tow vehicle end, part of the ball mount.  Yes, the trailer and the tow vehicle need to be together to complete the installation, which involves adjusting the components for the actual trailer weight and tow vehicle.  The adjustment should be done when the trailer is loaded for travel, but that is often not practical.  Have the hitch dealer do the set-up as-is, but further adjustment of the spring bar tension may be desirable after the trailer gets loaded. You do that yourself - it's part of the normal procedure for hooking up the WD spring bars for towing.
