Towing toad into Canada w/ tow dolly- Brakes?

Early planning stages on a trip to Nova Scotia in 2019. I will be towing the toad on a tow dolly with surge brakes.
Anyone know if this is sufficient for braking? Or is there some other requirement??

Note that most provinces require a breakaway system and some (many?) tow dollys lack that.  Especially those with surge brakes. Also, BC seems to have a requirement that the driver be able to apply the trailer brakes manually, which is nigh impossible with a surge brake.

When it comes to the trailer towing laws, US states often have exceptions for towed cars and tow dollies.  I don't think Canadian provinces split hairs as much, i.e. if you are towing it, it's a trailer.

It is an interesting question. AFAIK surge brakes are legal in all provinces, boat trailers use them, but maybe not with more than 1 axle. Best to check with the Nova Scotia DMV.
