1975 dodge mb30 very warm fusible

I have a 1975 dodge sportsman globestar motorhome, code on door comes up as mb30,360 2 bl. Fusible link from positive term on battery to firewall weather pack gets very warm when key is in accessory position and when motor is running, if i disconnect ballast resistor which also get very hot, wires stay cool to touch, is this normal?
 
Yes and no. Yes when engine is running. No when key is in accessories position.
 
Thanks, what about plug wire routing, is there a specific location designation, not talking about firing order. I have 63 390 fe and i believe wires 7and 8 needed to be wrapped around one another once?
