I am confused on why towing rating of 4.8L and 6.0L are the same in Chevy Express vans.

Can anybody comment?

Because horsepower and displacement are relatively minor factors in the rating; chassis strength, rear axle, etc. are at least as important.    One may accelerate faster or hold a higher speed on upgrades, but both engines can move the trailer.  Notice that the 2500 and 3500 models can tow more than the 1500, even when the 1500 has the larger 5.3L engine and higher 3.73 gearing.

I also note that the GCWR with the 4.8L is lower (13,000 vs 16,000), so in some trucks configurations with the 4.8L it will not in fact handle the 9700 lb max tow on the 3500 model.  The max tow applies only to some minimal level of trim, i.e. the least possible unladen (curb) weight.
