Where to Boondock around the Catalina Mountains in AZ, 40? and UTV?s, Help!

Planning on off-roading in UTV?s in and around the Catalina Mountains east of Tucson but can?t find anywhere that we can boondock in a 40? RV... Most areas and campgrounds have 22? restrictions.  We?re willing to stay North, East, South or West of the mountains but are having no luck finding where we?re allowed.  Can anyone help?
 
Catalina State Park has huge sites.  Not boondocking but you said you could not find long sites,

Need to be able to drive in and out of camp with UTV?s.  From what I can see this is prohibited at Catalina State Park.  Need to find a place with no length restrictions, is relatively close to the Catalina Mountains and allows ohv?s in and out of the Park.
