Bathroom vent doesn't open

We have a 2013 New Horizons fifth wheel and all of a sudden our bathroom vent does not open all the way, maybe half an inch is all.  The fan still works but the air doesn't get blown out if it doesn't open.  Help.

Without seeing it this one is probably impossible to answer, likely someone needs to get up on the roof and inspect the mechanism
 
Pardon me.  Our fan is a maxaire.  We CAN open it manually but with difficulty because it's turning the motor.
