Class C Newbie Needing Help Please

Hello, all...

Trying to help a friend who recently purchased a 2014 Forest River Forester (22 ft, class C) RV.

As he's filling the on-board water tank from outside the camper, there's water coming out of a blue, under-chassis tube back onto the driveway. 

On the travel trailers we've had, you'd simply rotate the stopcock on that tube to "off" and the water would stay in the holding tank as desired.  The tube under *their* camper, though, has no stopcock on it.  It's a smooth, blue tube. 

This tells me there must be a shut-off *inside* the coach somewhere.  They've been under the bed and gained access to the water tank, but can't find a stopcock or shut-off that will allow water to stay inside the tank.

Any help would be greatly appreciated by some RV newbies who are excited to get out there for the first time.  :).

Besides a fresh tank drain, there's usually low point drains in the hot and cold plumbing somewhere. If a concerted search doesn't find a valve in the vicinity of where the drain passes through the coach floor, then it may be time to have a mobile RV tech pay a visit and show him around his plumbing system.

One thing occurs to me, the fresh tank wouldn't be full would it? There's vent line at the top of the tank that drains off any overflow and has no shut off valve.
 
Thank you!  With the tank definitely *empty*, the instant he starts to fill the on-board tank from outside the RV, it starts coming out the bottom...so not an "overflow" problem, we think. 

I watched some Forest River Youtube videos that seem to depict metallic/oval *inside-the-coach* shutoffs for the onboard water (winterization videos, water system videos...but they unfortunately show you very quickly without telling where the valves are actually *at*).

on my RV, the low point drains are as you describe.....just tubes running vertically through the floor.
Just above them inside, you'll find the tubes connect to an odd looking little valve.  The valve has a handle on it that looks like it should be turned, but turning will just spin it around doing nothing else.
It's a push pull.... pull UP to open, push DOWN to close
Maybe your friends' MH is the same....

edit...added a photo
bottom of the photo, just left of center where the romex wires are all bundled together you can see the white plastic T handle....rectangular shaped.  pull it straight up to open.  Cant see it but there's another hidden by the wiring.... blue tube is cold side and red tube is hot side...

Sometimes the drain tube (tank drain or low point drain) is closed simply by screwing a cap on or into the end of the tube.  Your friends rig may be missing the cap.  Check for threads there.
I see some online comments that suggest there is a shut-off valve for that blue drain line adjacent to the water pump, which would of course be above the floor level.  Have you checked there?
 
There are typically three water release valves in a class C, one anode bolt to drain the hot water tank and an overfill hole.

The first valve is between the fresh water tank and water pump in the coach.

The next two are typically on the floor near the hot water tank in the coach. One is cold water from the water pump and city water input and the other is hot water from the hot water heater. Don't confuse them for the water heater by pass valve(s).

The anode bolt is accessed outside of the coach in the hot water heater panel.

The overfill hole doesn't have a valve.

 
Ours has a push-pull up + down "tee" just outside the water tank, which is under the jackknife sofa. The "tee" handle is plastic, maybe 2" across.  Pull up to drain tank, push down to close tank.
