I live is Washington State, i have a combination GVWR of 28,300lbs.  Do i really need a class A license?  and if so, how do you get it? I don't want to be a trucker, just a RV user.

Simple answer ask WSDOT.  You should be able to find the answer on their DMV web site. I beieve WA is like Oregon state and yoir current license is good for any non commercial vehicles 3xcept maybe air brakes

Looks like it is NOT needed in the state of Washington.

You need to clarify that.  NOT needed for a WA state drivers license.  Since all states have recriprical agreements as long as your legal in WA with your license you are legal in all 50 states.

Note all of this changes if you are using the RV for commercial purposes, lots of race car drivers get caught on this one.
