Visor and seat belts fixes??

My 1986 Fleetwood Jamboree has had many things needing repaired or upgraded and having completed all the A list (must fix) problems I am now working on the B list.  While driving I like to be able to flip the visor down and backup with one hand, but mine is hard to rotate and tends to also pop out of its end holder, causing the visor to drop down several inches.  I suspect I will need to replace the end tabs and maybe the holder, but before doing any complete replacements I am hoping someone here has a method of fixing this problem.  Any takers?

Another problem is the seat belts, which are only lap type, do not have anything to keep them beside and at the seat level but instead drop to the floor and the door sided ones fall onto the step, which is only a matter of time till someone slips on one and gets hurt.  I am considering replacing the seats entirely to attain neck/head rest protection.  The current seats only go up to the shoulders.  Advice?
