A discussion on MS pointed out that Image Resizer from PowerToys doesn't work with Vista. When I tried to install IR, I got a message that there are known compaitibility issues, which is when I checked MS' website. However, somebody suggested a different freeware, which installed just fine, works the same with a right click, but is a teensy bit fancier. However, once you set the default image size you want, you don't have to reset it every time. I downloaded from:

I hope it didn't dump any spyware, viruses, or other junk on this new computer. Their website looks pretty reputable.
