Visa Waiver Program - New process?

There is a new (new to me) process for international travelers who are seeking to travel to the United States under the Visa Waiver Program. Look here
 
I checked the search function and didn't find any topic related to. Two possibilities:
1. I really found something new :D
2. I am blind... :(

The program has been in place for some time, but I wasn't aware of the online application process until I read your message, and this would appear new; It should make it easier for folks to apply and be accepted.

Marie spotted a reference to this in the newspaper travel section recently.  Optional presently but mandatory starting in 2009. 

Goodness knows how many holidaymakers it will catch out next year and I wonder what those without Internet access (not everyone has a computer) will do to register???
