valve between gas tank and overflow hole next to gas filler hole

I just failed smog for fuel evap system leak on my 91 fleetwood flair with a 454 and I found a valve behind the gas tank that is linked to the 1/2" diameter hole right nest to the gas cap.  Does anyone know what it is called?
