Weather proofing older (84) Brave

Our 84 Brave has been "Weather Proofed" at least couple of times. What I am talking about, is the previous owner(s) have applied more than a couple of coats of a white gooie substance along the top edges over the molding caps of the RV. The last layer looks like it was just slapped on and is starting to peal and is very ugly. Also, there are several places that cracks have developed over the years and I want to clean this up do something more permanent (Line-X spray on truck bed liner) as a sealer. My question is, is there any real reason not to do this? Why would I ever need to remove these caps? I have pulled one of the shorter pieces off and it does not appear to be an access to anything.
