1998 Chev Pickup Speedo Problem

A friend has asked for some help with a speedometer problem in his P/U.  1998 Chev P/U with 5.7L V8 and 5 speed manual tranny.  At 30 MPH his speedo reads 60 (it is at 0 at rest) and at 60 MPH it reads 90.  Could this be anything other than a speed sensor malfunction?  Is there more than one sensor?

GM had a multitude of problems with the dash panels in some of their trucks around that time period.
These units are all on a board.....example: If the speedo quits working you cannot just change that item, there is no speedo cable etc....all electronic. You/he will probably have to change the entire dash panel. Mine did the same thing....eventually everything on the dash will become inoperable. You can find a replacement on eBay and save a tone of money.
This is something they should have recalled and did not.......
 
Another thought... Is the speedo analog or digital?

  If digital, perhaps the computer switches from miles to kilometers in an erogenous erroneous  way. (60mph = 90kmph), at least close to it.
