2006 fleetwood - - thetford toilet 402c problems

I bought a used 2006 fleetwood bayside that has a Thetford portable toilet (402c).    I originally took it in for repair and they fixed it.  I just got it ready for spring camping and noticed that the problem reoccurs.    It seems like the pump is working (electric) but there is no water flow associated with turning on the water pump.      Could this be related to how level the toilet sits in the trailer?    For example, I got it to work by greatly tilting the toilet but this doesn't seem like the right design choice!    Any ideas or troubleshooting tips?

Does this model require you to fill the fresh water tank that is built into the toilet? May be a stupid question but If so does it have water in it?
 
If the water level in the flush tank is low, then yes, levelness can affect operation. Otherwise, I would look for some obstruction in the pump intake or hose between tank and pump.
