tiny titan 12 gal water heater with aqua rex

I don't know much about the above two products.  Does anybody have opinions/feedback regarding the use of a 12 gallon Tiny Titan electric water heater in an RV? 

Aqua Rex is some kind of small gadget that keeps the mineral deposits out of the water.  Is this a gimmick?
