Paint Flaking off

My 99 Windsport bottom paint has been flaking off. It happened last year in another spot so I sanded, and re-painted - but the patch color is not 100% match. Now the front is flaking off. What a pain!!
I am thinking of taking it in to a body shop - but don't want to sink thousands into it.

You can get a cheap paint job, but the prep work suffers as the price goes down, and that's what leads to flaking paint. Maybe you could sand it yourself and take it to a shop for the spray work. They will probably tell you "no guarantee" if you do the prep, though.
