question about sensitivity settings on Brake Buddy Classic

We hooked up the tow bar to the toad for the first time today. Then we installed the Brake Buddy in the car. The instruction manual says that each time you test the unit, the sensitivity light should drop by one on the scale of 1-7. We we plugged it in and followed all of the set up procedures; it started out at 5 and dropped to 4 on the first test, and then stayed there for the remainder of the testing. Also, the manual says when the unit has been installed and tested properly, the sensitivity lights will turn from red to green. Ours did not. We un-installed the whole thing and did it again. Same result. We did some test driving and applied the brakes several times with speed at 20 mph or more. The alert system indicated, and our eyeball observation indicted, that the brakes were being applied.

Has anyone else had this problem, and if so, what was the solution?
