2000 Fleetwood Terry water heater

My water heater is full and the tank is hot on either gas or electric but only cold water comes from the faucet...is there an inline check valve that may have failed?

Most likely!! There is usually one on the output (top) of the water heater itself and is often screwed into it. In many cases it looks like a big brass fitting between the output and the piping.. (You may also have one on the input as well, depending on the winterizing system installed.)
 
thank you Alfa38.  I was looking at that brass fitting and was not sure if there was a valve in it or not. 
 
Whether or not there is a check valve depends on the design of the system. A three valve or two valve bypass does not use a check valve, but a single valve bypass does.
