10 hour halibut season in Oregon opens

Looks like that's for commercial fishing.  The sport fishing season is so complicated it makes my head hurt - depends on what part of the coast, if quotas are met, specific dates, etc.

I have been craving halibut for several weeks now and the few times I've found it in the Colorado stores, it was $18/pound.

I agree.  Our (boat) sport fishing days are pretty much behind us.  I would need a tutorial to understand the current regs.  We now fish at Costco.  ;D  Halibut prices are around $17/lb. here, but lately they've had some outstanding rockfish at reasonable (well, almost) rates.

So I'm not likely to get cheap halibut when we're in Oregon next month ? Bummer.
