1988 John Deere chasis parking brake locked up

I went out today to service my motorhome and went to move it and the parking brake seems to be locked up somehow. I can pull up the lever to release the brake with no results. Has anyone had a problem with this before? Please help!
 
The manual for the chassis is in the link below.  It is a big file.  There are several types of e-brake systems used on that chassis.  The manual highlights each type.
 
The emergency brake has a separate reservoir that takes transmission fluid.  If it leaks, as mine did, the brake will lock up.
 
You do not "put" these brakes on. They are spring loaded so you actually hydraulically put them off. As orygun stated, check your reservoir. I had an older MH that I had to replace a valve that was leaking.
