Federal sticker and emission on spartan chassis?

Seems odd they would ask to see those on a production vehicle, which is type-certified rather than individual. Has it been customized heavily or had an engine swap?
Spartan could probably supply a copy of the federal emissions certificate for that chassis. The safety certificate probably came from Fleetwood, since it includes the body as well as the chassis.
