We are thinking of buying a 5th wheel and leaving parked in an RV park. Since it won't be going anywhere do we have to register it?
 
That may depend on the state and the RV park. Some states if you don't register it as a RV then you must register it as real property.
 
What Captsteve said...in addition, you may have to register it for at least the first year (gotta pay the tax man), but renewal may not be necessary.
 
What if we buy it in a state with no sales tax? Can we title it there?

Only if you're going to leave it in that state.  You will have to register it in the state where it's parked, either as a trailer or real property, as Steve stated.
 
If you go the Real Property route, you are basically saying that it is a fixed structure and will never be moved. Some states will not allow it to ever be registered again.
