Telescoping Bumper

Hay all, new to the forum and campers. What I am looking for is a telescoping bumper kit. I know they use to make them years ago, but can not find any thing currently. The reason I am looking is because the drain lines for my camper hang down about 3 1/2" below my bumper and I can't slide the camper all the way to the front of the bed. Any help would be great.
 
May have to take bumper off and extend frame rails out and remount bumper.  Welder would be needed.  That would be my way of dealing with it.  One of my neighbors back home has his P/U camper and bumper set up that way.
