I have a 2008 WB Journey 39Z and this issue popped up after either a TV (living room) upgrade or I think it happened after getting three new 12V House batteries.

On the Onan Panel the red LED light in the start/stop switch that is on when the generator is on stays lit at about 20% illuminated, the green LED Generator on light stays lit and the Ventline hour meter continues to add hours at a slow rate and the hour glass spins, all when the house batteries are on and with the generator off. This happens with the chassis batteries on or off.

Any suggestions as to where to start looking?

Sounds like a missing ground connection. The battery is feeding back to another ground through the lights you mentioned and this results in them 'glowing'...
