We are currently one the Island in Parksville. This years we are staying at Riverbend RV resort which is definitely not 55+. Last year we stayed at Surfside RV Resort. This year Surfside was booked. Surfside is an ownership park, but the lots are rented out. Not sure if its 55+, but it was quiet when we we there last year.
We've stayed it several parks near Victoria and neither were 55+. The one we liked best was Oceanside RV Park in Saanichton 13 miles north of Victoria.
Our next stop is Campbell River where we will stay at Thunderbird RV Park. Stayed there last year and really enjoyed the area. Again not 55+.

Sorry not much help on the 55+.

Check out Living Forest Oceanside Campground.  Beautiful campground and sorry not 55+.  I don't think you would be disappointed.  This is in Nanaimo..two ferries from the mainland come into Nanaimo.  Duke point and Departure Bay. If you book try to get on one of the rows closer to the water as beautiful views.

Here is another between Campbell River and Courtenay....beautiful spot.
