Having Issues Removing Paint From Skin

I am using Rust-oleum Aircraft remover to strip the skin on my trailer. It takes the paint off but there is some other layer of "something" that won't come off with the remover. It is yellow. Any suggestions on what it is and how to remove it without damaging the aluminum?

That looks like a zinc chromate primer.  I would not try and remove that.  It is a good thing that it is adhered so well.

I thought that is what it might have been having seen lots of it in my Navy days, however I was surprised it would be used on an RV. My wife wants the skin to be bare, so I need a way to remove it.
 
If it is a good 2 part zinc chromate it is a bear to remove.  I would paint over it with a silver auto enamel.
