WD hitch bracket bolt

My WD hitch brackets that fit on the TT frame have 4" bolts. I only need about 1-2 inches so would like to change those out but want to be sure there's no safety reason to have such long bolts. The current configuration has the bolts impinging on my battery space so no room to add another battery.
 
Any threads beyond the nut is not necessary. You can either cut off the excess or replace them. Look at the head of the bolt. If there are 3 tiny lines equally spaced on the head, it is a grade 5 bolt. If it has 5 tiny lines, it is a grade 8 bolt.  The higher the grade number, the stronger the bolt. You should replace them with the same grade bolt.
