According to the article the recall is for "Trailer Tires" so I doubt anyone is using them here, or at least they shouldn't be.

The article says "trailer tires" but the Firestone FS561 description calls it An all-position radial tire recommended for steer applications in regional haul service and pickup and delivery service. ",  so somebody might well have installed on a motorhome.

Another news source is much more specific. It turns out that only the 255/70R22.5 size is recalled.

From PRnewswire.com:
Bridgestone Americas Tire Operations (BATO) is recalling one size of its Firestone FS561 tire sold in the United States and Canada between April 2015 and January 2016. The voluntary safety recall is limited to FS561 tires in size 255/70R22.5 and only those tires that are installed in the trailer application. All products in question were manufactured between February 2015 and January 27, 2016 (DOT weeks 0515 0416). All other FS561 sizes and applications are not included as part of this recall.
